Steps to reproduce (assumes ChromeVox or similar)

  1. Open Kibana in a new tab
  2. Tab to Canvas
  3. Select an existing or create a new canvas and add some elements.
  4. Tab the "Refresh" button
  5. Hit enter
  6. Hit Tab to engage the modal content
  7. Hit escape

Actual Result
8. Tab order is lost and user must start from the top of the page

Expected Result
8. Refresh button is focused again

One or the other should change
