Vis Editor: revert disabling of "Show x-axis" config once elastic-chart applied #43251

Once elastic-chart will be applied we should revert disabling of "Show x-axis" config on Panel settings tab of Area which was introduced in #42828.

In particular 162b5cd and b4ec159 should be reverted.
