[Reporting] Listing of reports pagination is broken

Original install method (e.g. download page, yum, from source, etc.): Docker

Describe the bug:
The table of reports always shows the first page, regardless of which page the user navigated to.

Steps to reproduce:

1. Generate more than 10 reports
2. Visit the Reporting management page
3. Click different page numbers in the table

Expected behavior:
Should show page 2, 3, etc. Instead it stays on page 1.
