[feature] Snapshot lifecycle policies #21

Another item which is worthwhile implementing in order to be on par with the community provider is SLM policies.
A user needs to be able to:

Set the policy name
Set the repository for a policy
Set a cron schedule for snapshotting
Set a snapshot name pattern (we can default to -<now/d> and not require this field)
