Currently, nothing prevents a voter from accidentally submitting a ballot that is all-last-place votes, resulting in a no-op ballot. In most cases where this would happen (mouse accident), the voter would also not have set a passphrase, so there's no way for them to recast their ballot.

Add detection for a ballot that is all-last-place votes, and error instead of saving it.
