This is a chronic issue

Problem: Users expect messages to send as opportunistically as possible, rather than require manual intervention, as that's how WA works.

Defect: Automatically send queued msgs in bg and when the app launches (even if they are stale, for parity with WA)

Suggested plan: This is a very common complaint from my friends and family - "Why didn't Element send my message? WhatsApp would have!"
