You cannot edit the text of /snowfall or /confetti messages

Description

It is impossible to edit the text of /snowfall or /confetti messages after sending them.

Steps to reproduce

• Send a /confetti or /snowfall message.
• Try to edit the message either by pressing the "up arrow" key or by editing via the context menu options.
• Using the "up arrow" key, the confetti and snowfall messages are skipped. The edit option is completely absent from the context menu for these messages.

Other types of messages that send confetti are editable. For instance, messages that just include the 🎉 emoji can be edited. In addition, other "special" command messages such as /spoiler can be edited.

This is probably a function of the events being non-message events, for some reason. I feel like actioning #16015 will also action this because the emoji processing will be in a single place, thus not needing a custom event type.
