Video rooms beta acceptance testing

We want to perform acceptance testing of the video rooms feature before considering it ready for beta.

Before acceptance testing

• @robintown All issues from the community testing sessions have been resolved (some might be "won't fix")
  • Round 1
    • One was a genuine bug with the implementation that has been fixed: Fix video rooms sometimes connecting muted when they shouldn't #22125
    • Notifications failure seems to be a non-issue, as it's not clear that the reporter had their notifications dialed in correctly, and I can't reproduce
    • Others are Jitsi Meet failures that I doubt Element has any part in, but I've reopened https://github.com/vector-im/sre-internal/issues/1284 to try to get them fixed
  • Round 2
    • Lots of breakage due to Requesting 'log' in apiLogLevels causes a crash jitsi/jitsi-meet#11585, which I've worked around: Work around a Jitsi log handling crash #22353
    • We now have visual feedback for when Jitsi encounters an error, so it's not as confusing: Show a dialog when Jitsi encounters an error matrix-org/matrix-react-sdk#8701
    • Minimised Jitsi overlay disappears when resizing browser #22292 fixed by Make PiP motion smoother and react to window resizes correctly matrix-org/matrix-react-sdk#8747
  • Round 3
    • Room directory usability issues are out of scope
    • Can't switch between video rooms #22417 is fixed by Use random widget IDs for video rooms matrix-org/matrix-react-sdk#8739
    • Bubble layout visual bugs are fixed by Fix read avatars overflow from the right chat panel with a maximized widget on bubble message layout matrix-org/matrix-react-sdk#8470 and Squish event bubble tiles less matrix-org/matrix-react-sdk#8740
• @robintown @frakic Acceptance criteria have been written, and the spreadsheet is ready

After acceptance testing
