Riot needs to do a much better job explaining encryption

https://github.com/vector-im/riot-web/issues/8751 but much more expansive. Riot does not do a good job at explaining what encryption is, how it works, and how a user should use it. For example, many people think that verification is a mandatory part of using encryption and would like to get some kind of auto-verification feature. They don't realize you can just hit Send Anyway and bypass the verification mechanism. Cross signing will help with this but Riot still needs to do a better job at explaining how a user should use encryption.
