Hidden messages still reorder rooms

On Android and web (can't speak to ios but I assume this issue is consistent cross-platform), any messages that are hidden by certain settings (join/leave messages, avatar and display name changes, etc) still reorder the chat rooms you're in. It just appears as though you went to sleep and woke up with everything reordered, despite there being no new messages shown.

(Do let me know if I should close this and making individual issues per-platform.)
