Related to ortelius/emporous-go#65

Currently, UOR is using the OCI descriptor and manifest specification annotation for attributes and custom fields.
Storing typed attributes in a JSON string makes the attributes significantly less readable, so this issue is to create a custom manifest spec that extends the OCI manifest spec (or artifact spec).
