[Feature] Implement project management automation

Current project management practices are covered in the following document.
We need to create automation to help manage tickets according to the requirements outlined in the document.

Current thinking is that we start with a script that can be run async and will run and bring the status of the tickets into a proper state so that we can triage things according to and see our progress.

The outline of the work can be as follows:

• [Task] Create core scripts #47
• [Task] Update fields in the project #48
• [Task] Make sure the PRs are properly placed into the right buckets on the board #49
• Submit the scripts to Github
• Turn it into action
• Implement action across all the repositories
