Creating a Vagrantfile for LiteX

In order to obtain a reproducible LiteX environment, the creation of a Vagrant file would be interesting.

This would automatically create a virtual machine with everything you need to get started based on supported and tested versions of each component.

This would include Verilator

Not "official" as far as LiteX is concerned, but try: http://mirror.ini.cmu.edu/litex/litexdemo.ova (password: tartans) It only has a subset of the LiteX packages (as needed for building https://github.com/litex-hub/linux-on-litex-rocket), but everything else (non-LiteX) needed for LiteX development is pre-installed.
