6 account/ip/day limit is still a problem for OAuth creation without +accountcreator

I was under the impression that you had to have accountcreator rights to use OAuth creation. The text in the high-volume editing grant in my user preferences says so. "To avoid unnecessary failures due to missing rights, this grant is required for automatic account creations."

Yeah, looks like it's set up to require the grant, but not necessarily the underlying rights or group membership.

I don't really want to turn off OAuth creation for new tool users, as I think OAuth-based creation is the easier way of doing it and you're less likely to get it wrong.

I'd prefer to handle it in a nicer way, but I don't know how to do that at the moment.
