After flashing this build the unit comes up. But after the first power cycle it fails to boot. Based on serial output its a checksum error (bad flash), perhaps out of flash memory?

You can see me flashing the unit, it booting up, then on line 380 power cycling it.

When you flash the device, are you using a factory image or sysupgrade? I imagine that once you "brick" it, you're then using a factory image to recover?
I note on the device wiki page it mentions that the factory image does not come back up after reboot. After initial flash, you must sysupgrade again in order to make the image usable.

Have you tried a similar process in your testing.
e.g. Flash to 1.13.x, then sysupgrade to 1.13.x AGAIN before rebooting to see if it then sticks?

I did do both, first sysupgrade, which makes it not come up even the first time. Then yeah do the reset button to put it in recovery mode and flash factory image, which results in the behavior described in the issue. I believe I tried flashing sysupgrade on top of factory image before power cycling and it resulted in same behavior, but Ill have to double check that.
