I might be away from desk today's EIPIP Meeting so putting down some thoughts here.

What are the prerequisites for someone to be considered a viable reviewer?

I think it's great to discuss how could we identify and engage more viable reviewers.
Some thoughts about

  • Any documentation/resources: authors of final EIPs would be a great starting point. Also, [the Author Handbook Draft] (https://github.com/ethereum/EIPs/pull/5976/files) proposes authors to consider who they(authors) like to invite as their peer reviewers, and use this list as a curated nomination list, i.e "who are wanted as reviewer". @SamWilsn also kept a list of "who wants to review", we can start with the intersection of these two set.
  • Process of assigning Peer Reviewer for community reference? This is a great question to think, I don't have a good answer to this,. What I do feel we could also do more is to begin with promoting the idea of "peer reviewer" and let more authors and important ecosystem stakeholders step-in to contribute to reviewing. Maybe a periodic recurring author's meetup and/or peer reviewer's meetup would be something worth trying?

ethereum/EIPs#5508

Support. I think it's a great idea to upgrade EIP-Bot to eip-review-bot. Let me know if there is any help you need. @SamWilsn and @Pandapip1

Decisions from today's meeting

  1. Add "Peer Reviewer" item to the next meeting for @SamWilsn to explain
  2. Present participants are okay to merge PR-5508
  3. @xinbenlv wants to provide an opportunity to @SamWilsn to discuss PR - 5270 in the next meeting.
  4. Rough consensus is to not make big changes to popularly adopted EIPs as prominent as EIP-20. @lightclients will add comment to the PR-6038 and close.
  5. Bring PR-6269 to the next meeting if still open.
  6. PR-6306 @lightclient is okay with adding execution specs but not the Yellow Paper.
  7. Next meeting - Jan 25 at 16:00 UTC.
