Let's add this PR to the agenda. It adds Deneb (4844) types to the beacon API. It needs a sign off before it can be merged.

Would also like to get this merged so we standardize blobs sidecar retrieval via the beacon-API - ethereum/beacon-APIs#286. This is useful for writing hive tests.

Worth mentioning that the decouple block and blobs PR has been opened: ethereum/consensus-specs#3244

This could allow use of SSZ format for 0-blob transactions in a minimal way.
