Allow a one-off execution of a smoke test. i.e. not through a cron job but just fire the command directly without having to wait for the cron schedule to kick in.

I'm not sure if this is needed right now. This came along with the sliding window smoke test : ethereum/go-ethereum#18967 . Which basically seems to require a long running container that automatically restarts whenever it fails.
