Change http to https, make installation of glog, gflags and double-conversion consistent; use github url for double-conversion #23

To fix the error:

sudo: apt-get: command not found
fetching glog from svn (apt-get fails)
svn: E175002: Unable to connect to a repository at URL 'http://google-glog.googlecode.com/svn/trunk'

The project has migrated to https://github.com/floitsch/double-conversion

@viswanathgs looks like the diff does not show the correct indentation. But when looking at the whole file
it is aligned correctly https://github.com/chaitanyav/proxygen/blob/master/proxygen/deps.sh . Please let me know if am missing something.

Odd. It looked different when I patched the diff internally. Either way, I fixed the indentation and merge it internally. The PR will be closed when the changes are synced next.

Here we have a typical function that converts from one enum type to another. There is a special validation logic in place, if the original enum value is not among predetermined values the result is a "special" error value. UBSAN detected that the argumemnt value which was provided was invalid for the original enum type. To prevent the UB and potential overflow use an int type.

Summary:
As per actions/runner-images#709 there started to be some issies with Ubuntu envs running out of space. This should fix it.

Also our Cargo builds use a lot of space, changing them to be non-incremental and removing debug symbols keeps the build fast, but greatly reduces the disk space usage leaving us enough space on GitHub Actions virtual machines.
