[feature] datatip on hover+key

Description

I would like to be able to configure an option that lets met enable a different behavior for datatip appearances.

I feel disturbed by the datatips showing up on hover, however, i do find value in this widget.

So i wish i could hover an element, then press Alt-right key to show the datatips.

With this configuration i wont have so many tings showing up on screen when i m moving the pointer around in the ide.

Also that would be better than increasing the delay to show the widget. This delay is rather annoying in fact, sometimes i have to hover many times to show the datatip. I don t feel like increasing this value would really improve my overall user experience.
