User should be able to modify the title of the connectivity rules as long as their type is not "memory" or "function"

Realistically, to make this safe, we need to have connectivity rules have an ID such that when we change the name, it doesnt break prior references, since right now we are using the name for everything. Trying to ducktape in a way for BV (and FEAGI) to update connectivity names across the whole genome is slow, and likely error / bug prone
