Flaky usage tests #1823

Expected Behavior

The usage tests should work.

Current Behavior

The usage tests are very flaky. The flakiness seems to be because the usage_id is not making its way into the BQ logs fast enough: if I check a few minutes after the usage test runs, I can find the correct usage_id in the logs.

This issue was being caused by incorrect checking in usage.py. It has since been solved by #1804. See this comment for more details.
