I am new to Julia. I noticed tons of libraries are out of date. So I have a simple question please.

Which is harder, to create a new library from scratch or to upgrade it to the latest version of Julia?

I noticed Julia developers find it easier to create a new library from scratch, yet they are reluctant to upgrade it to the latest Julia version. Is the upgrade more challenging than starting from scratch?

I personally don't use this project currently. So I have no interest in upgrading but it's not so challenging... it's simpler than starting from stratch for sure!
I'm totally open to PR.
