FEATURE: Add tooltip for grayed-out 'edit' buttons for permission level 'user' #544

  1. I'm a 'user' of a team
  2. I go to my team's page.
  3. 'Edit' button is grayed out and unclickable
  4. 'Definition' and 'Documentation' sections' "Edit" buttons are grayed out, although clicking on them behave the same way as the collapse arrow.
  5. I was unclear why I was looking at a light blue 'edit' button that didn't work -- then it dawned on me that I didn't give myself contributor permissions.

Given that a non-flex employee would have no clue as to their permission level, would suggest adding a tooltip or something similar over all grayed-out edit buttons/controls that say something like

"You do not have permissions to edit, please contact your team's owner for further information on permissions."

NOTE: I'm unfamiliar with the permission level differences between admin and contributor -- but would suggest similar tooltip/language wherever that may apply (members list?)
