Think about:

Some parameters (e.g. zarr directory) stay the same for multiple steps.
Build config for single step
Build full config

Some functionality for building/saving/reading config files is now in IPAConfig.

We should create documentation examples to illustrate how to use this to build config across multiple steps etc.
