Remove minimum linux requirement #26

Pixi version 0.28.0 downgrades the default linux requirement:

prefix-dev/pixi#1887

This means we don't need to specify this anymore, making our default project manifest a little cleaner:

ipa-project-template/template/pixi.toml.jinja
