The CI workflow needs some improvements

Should the enable CI on Windows if possible
PyPi testing for versions 3.7+
Do we need to test with anaconda?, since this is a pure Python package PyPi should cover both. cc @awvwgk
Need only one coverage report run
Add Dependabot
