Add a "please review RECAP" link to the settings

At some point, it'd be nice to get more reviews. One way to request them would be to put a little badge on our icon and then, when clicked, show a "Please review us" request with a link. Hopefully that's not too obnoxious and it's probably pretty easy to do.

An even easier thing to do would be to put review links into the Donate tab in the extension or to add a separate tab with this request, if there's space. (We've only ever gotten about $50 from the Donate tab.)

Let's at least add links to the Donate tab, and maybe we can change the tab from "Donate" to "Help RECAP".

Easy enough and might help us get more users.
