Docket repot auto-fill button should omit terminated parties too

Currently the Auto-fill button on the docket report unchecks "Parties and Counsel" but not "Terminated Parties."

I think if you do this it's the same as if both are unchecked, but it's more clear to uncheck both when folks click the Auto-complete button.

Let's just make it so both buttons are unchecked when you click the icon.
