Extracted from #3

Repro:

  1. Open browser with 12 tabs
  2. Only 1 tab receives the injection
  3. Have another tab reload autonomously
    • This causes Chrome to natively inject the scripts
  4. Activate the tab
    • This causes webext-inject-on-install to inject the scripts again
