Villagers are not re-stocking 1.21.1

Hi, I use the same configuration as on 1.20.4 but, now all the villagers have problem with re-stocking. Even if I stay next to them, even if I give them nametag, they almost always didnt re-stock.

On 1.20.4 there wasnt this issue, please what to do?

• I have one more question, how restocking works, when the Villager has disabled AI? Is it possible to lobotomize them without breaking re-stocking mechanism?
