I did:
tex mluexercise.ins </dev/null
(The </dev/null isn't relevant to the problem, but that's what I ran.)
(Also, as I said, the results are the same with etex as tex.)
Looking at quotchap.ins (just another random example), I think one
issue is that mluexercise.ins needs to end with \endbatchfile instead of
\endinput. That doesn't get rid of the message
"File mluexercise.dtx ended by \endinput." but it does let TeX exit,
instead of entering interactive mode, so that seems good enough :).

Thanks for updating mluexercise, but there's a problem with the dtx.
Running tex mluexercise.ins </dev/null (or etex) results in:
i.e., TeX is left at its interactive prompt instead of exiting normally.

I worked around it for importing into TeX Live now, but I hope you can
fix it for the next upload. Something awry somehow with the
\ifx\fmtname
line, although I admit the problem is not apparent to me ... --thanks, karl.
