When tmp is erased, do_create_spdx_setscene throws an ERROR

When trying to recover from low-disk space or other reasons to "blow away" TMPDIR, I am seeing:

ERROR: all-targets-1.0-r0 do_create_spdx_setscene: Recipe all-targets is trying to install files into a shared area when thos files already exist. ...

When naively re-building for the core "product" many more errors were seen (e.g. for each natiive recipe).

The workaround seems to be cleaning the build/deploy/..../core/spdx/by-hash/allarch/sstate:all-targets:all-poky-linux:1.0:ro:allarch:*:recipe-all-targets.spdx.json file
