Some packages don't have debug (-dbg) .debs

Some of our released software are missing -dbg debian packages. While checking gazebo11 dependencies at least: common3, fuel-tools4 and msgs5 are not generating debug packages.

The main problem was in the reprepro version not being able to upload new -dbgsym packages in the old machines that hosts packages. After the migration to the new packages machines, this should not be a problem anymore.

Thanks Martin for the reminder. The new packages machine is in production so I need to revisit what are the missing pieces to have the -dbgsym packages uploaded.
