print legend shows only the first selected layer

The print function doesn't work when requested for multiple layers. It only prints the legend of the first layer.

To reproduce:

1. Open application
2. Zoom, change backgroundlayer and add data layers like

• KGS Inventar
• Gebäude- und Wohnungsregister
• CadastralWebMap

2.b (play with opacity):
3. Open the print section in the accordeon panel
4. Set the print orientation and the printing scale
5. Check the legend-checkbox
6. Click on "Print"-button

-> If 3 layers are uploaded on a map, the print function print only the legend of the first layer (depending on the order they appear in the map displayed menu).

Clarification. It works on IE and FF
But Chrome fails to open a PDF legend after the map.

In chrome, you have to allow popup as https://support.google.com/chrome/answer/95472?co=GENIE.Platform%3DDesktop&hl=en to have the same behaviour as FF or IE.
But basically, you won't be able two sent two distinct PDF: you have to merge them. So, either

1. a concat service
2. pass the legend to the print-service and let it concat.
