Build of GDAL bindings fail. Traceback can be seen on latest build trial on Docker Hub

the bump to python:2.7.16 has pulled libgdal 2,x, thus python gdal bindings must be aligned to this version.
I'd take this opprtunity to move python gdal deps to the wheels from Pygdalm
