In general, features aren't easily available in self-hosted until they GA. I'm seeing an organizations:open-ai-suggestion feature flag. That'd be the place to start if you want to mess with this while in EA. I'm not seeing this flag in 23.3.1, so I guess you'll need to be on a nightly. Presumably you'll need to wire up an Open AI key as well, haven't sussed that out yet. If you get it working let us know what you did! :)
