It has always (at least as far as I know) been the policy that if an accepted package requires a dependency that is not currently in the repository, said dependency is automatically and implicitly accepted for inclusion without requiring a separate package inclusion request.
However, this does not appear on the Package Inclusion Policy page in the Help Center. We should probably add that.
