Reserved user name check missing from binary

Description

The binary downloaded from https://dl.gitea.io/gitea/1.17.0/gitea-1.17.0-linux-amd64 is missing the check-user-name command from the Gitea doctor that is mentioned in the release notes.

Thanks for the report! This was indeed an error, we will get the check backported for our 1.17.1 release

At first I thought it was me, I must have re-read the command line at least a half dozen times to make sure I hadn't made a typo. Then I used the list command and was confused the subcommand wasn't in there, so I double checked if I was running the correct version of Gitea and even downloaded the binary again to make sure the upgrade was performed correctly.

Anyway, I see the PR is merged so I'll close this issue.
