Description

Add a new package within the source that can connect to a set of SCM providers generically. The Jenkins project maintains a SCM interface that is agnostic to the provider. We should use that to quickly gain more SCM support.

Value

More SCM support means Vela is compatible with more SCM providers and can be used more broadly

Definition of Done

A new package is completed and available for us
