getop regression in functionality

Describe the bug

getop codebase was accidently rolled back to pre 5.3.3 version. Specifically changes introduced in #1641 are now missing and getop --delay 0 no longer works as intended. The bug was introduced in 5.3.7

To Reproduce

Steps to reproduce the behavior:

• Install GEE 5.3.7
• execute getop --delay 0

Expected behavior

getop should display status and exit

Desktop

• Server OS: CentOS 7.6
• Version 5.3.7

Bug was introduced as part of #1847
