does package:discoveryapis_generator need to be published?

I see that the last publish of package:discoveryapis_generator is roughly 49 commits / 585 days out of date. I'm not sure if it needs a publish, or if the workflow doesn't require it to be published? Perhaps we could discontinue it on pub.dev?

I'm not really worried about this package. It's not a high priority to enable 3rd parties to use this.
