Learning algorithm is sometimes too aggressive when punctuation is committed #275

What steps will reproduce the problem?
1. Install Mozc 2.16.2027.102 into Android.
2. Type "あ" and submit "あ"
3. You will see "。" in the suggestion list. Tap it to submit within a few 
seconds.
4. Type "あ".

What is the expected output?
After step 4 "あ。" shouldn't be listed.

What do you see instead?
After step 4 "あ。" is listed.  Screen record is attached to explain this 
behavior.
