Just FYI, I've added PULL_REQUEST_TEMPLATE.md with the reason why we are not ready to accept any PRs. Yes, Google's company policy allows Mozc team to accept pull requests if and only if Mozc team moves more than 2,000 files inside Google internal repository, which Mozc team is not ready to do.
