Similar to the issue of Python (googleapis/gax-python#94) and Ruby (googleapis/gax-ruby#3), we want to support to iterate over pages rather than iterate over resource elements.

We'll do the similar thing to Python for the interface -- add an optional parameter of 'flatten_pages' to control iterate over pages or over resources.
