Just tried to install google-gax via python3.6 pip and it failed as follows. Googling turned this up: pypa/pip#4216. I ran pip3.6 install --upgrade setuptools and it fixed the problem. I wonder if this confusion could be avoided by adding a requirements.txt with sufficiently modern setuptools?
