Grafana config changes in Stateful replicas are not in Sync

We have Grafana setup with StatefulSets with 2 replicas. When any config changes are done using the UI/Helm charts e.g. enabling OAuth login using GitLab then the changes are not reflected in 2 replicas. When the replicas are reduced to 1 then if we apply the config changes they are reflected. How does Grafana StatefulSets sync the config when there is more than 1 replica ?
