Scroll to click position

When clicking on an element that is not in the screen, chromeless should scroll to that position

Should it just scroll until the entire element is in view or should it scroll past the element - until its at the beginning of the view?

@ericnkatz I think until it's completely in the view. Because currently, we click into the middle of the element
