Database driver forks update v17

Update driver forks before the next release testing:

• Check if fixes can go upstream, and fork can be removed
• Update the fork to the latest stable version, and test with teleport
• Document/discuss if older versions of the protocol are deprecated by the driver

Note that go-mssqldb will not be updated this round.

@gabrielcorado has attempted the update in gravitational/go-mssqldb#15. but the change since last update is quite large (likely due to TDS 8.0 support). We need more time to properly update and test this driver for next release (or push Teleport patches upstream)
