There is no reason to display name from landuse=forest node on any zoom level.

Devil's advocate: why is this a problem? What if you know there is a cemetery or quarry, but don't know the outline?

It is problem as it encouraging marking where label should be placed, not where some object is (as node is good enough to show name).

It is probably one of reasons why there are 260k nodes with landuse on them - see http://taginfo.openstreetmap.org/keys/landuse.

After #941 landuse nodes with labels are rendered from z17. Maybe move it to z18 or z19?

you can always guess or draw from memory. And it can always be refined
later. Maybe quarry and cemetery are problematic tags for landuse in
general when they are the only tags to define the feature, because landuse
typically is an attribute. Quarry could be a man_made (works? quarry?) and
cemetery an amenity like graveyard is. Not rendering nodes with just
landuse will be a first step to discourage this nonsense (semantically)
tagging.
